Brief profile of the investment potential of various UDSM units

A. MLIMANI MAIN CAMPUS
Mlimani Main Campus is located about 13 km from the city centre. It is adjacent to the UCLAS campus. In this campus there are six Faculties and four Institutes with the fifth (IMS) being located in Zanzibar.

This Faculty is located at UDSM the main campus and has four departments, namely Civil, Mechanical, Chemical & Process Engineering and Electrical Engineering. The Faculty has a total of 94 academic staff members most of whom are Ph.D. holders or are undertaking Ph.D. studies at the moment. The main strength of the Faculty is the outstanding research and consultancy capacity that is co-ordinated centrally through the Bureau of Industrial Cooperation (BICO) which in turn co-ordinates with the UCB. The Faculty boasts of very well equipped laboratories and workshops in all the four department and the main areas of research and consultancy strength are in Water Resources Engineering, Environmental Engineering, Engineering Management (including strategic planning), Natural products extraction (in particular exploitation of the neem plant to produce many potential commercial by-products), Composite materials, Power Engineering, Electronics and Telecommunications. The principal joint venture interests would be in joint consultancy, applied research and specific technology developments.

Faculty of Science
The Faculty of Science is located at the UDSM main campus. It has seven departments, these include Geology; Physics; Chemistry; Zoology; Botany; Mathematics; and Computer Science. The Faculty has 124 academic staff members who are well grounded in research and natural products sciences.

There are many potential joint venture opportunities with this Faculty. These include computer software development that can be done jointly by the Department of Computer Science in collaboration with other UDSM units like the UDSM Computing Centre or (UCC Ltd.), the Department of Kiswahili and the Institute of Kiswahili Research. In this case, one can enhance the capacity to develop Kiswahili language computer softwares for different applications. Kiswahili is currently widely spoken in all East and Central African countries. It is claimed that there are more than 80 million people speaking and using Kiswahili as a means of communication in Africa, South of the Sahara. Such a measure can massify the application of computers in this region. Exploitation of Mushroom cultivation expertise promoted by the applied Microbiology Unit is one of the potential joint venture investment "niche".

Another opportunity is dictated by the abilities and capabilities of the staff of the Department of Geology whereby, with several years of experience in the small scale mining industry and the extensive human resources which they have, one may consider to jointly acquire mining claims or simply offer their knowledge as its own contribution as done by some of the Universities of USA in the Democratic Republic of Congo mining belts. This could pave way for establishment of joint venture business with reputable mining companies having regional or worldwide marketing network. The other area of strength in this Faculty is in commercialisation of the findings related to the various natural products as extracted by the Chemistry department and in various applied and marine sciences including marine wildlife and sea-weeds.

Faculty of Education
The Faculty of Education is located at the UDSM main campus and has five departments and a Bureau of Educational Research and Evaluation (BERE). There are currently a number of seasoned academic staff members who are very well versed with educational consultancy and research. The five academic departments are Adult Education and Extension Services; Curriculum and Teaching; Educational Planning and Administration; Physical Education, Sports and Culture; and Educational Psychology. Total number of academic staff is 38.

A plausible joint venture investment opportunity that can be supported by the Faculty is in Educational Research and Consultancy capacity apart from establishment of model schools at Primary and Secondary level of education. joint ventures in this type of undertaking are welcome.

Faculty of Arts and Social Sciences
The Faculty of Arts and Social Sciences is located at the UDSM main campus and is the biggest faculty in terms of the number of academic staff and students at UDSM. It has ten departments, one Archaeology Unit, and a Bureau known as Economic Research Bureau (ERB). The academic departments include Fine and Performing Arts; Economics; Foreign Languages and Linguistics; Literature; Geography; History; Kiswahili; Political Sciences and Public Administration; Sociology; and Statistics. It also has a Communication Skills Unit and a Demographic unit. The number of academic staff is 146.

The Faculty boasts of a wide range of expertise in both Research and Consultancy in almost all the departments listed above. In particular, the special strength of the faculty is in Economics, Demography, Political Science, History, Kiswahili, Linguistics and Good governance.

Some departments in the Faculty (such as History, Kiswahili and Archaeology) have been running programmes, which are either not offered by any other university or those which have a special Tanzanian national heritage bias such as Kiswahili, and Archaeological activities.

Faculty of Law
The Faculty of Law is the oldest faculty of the University of Dar es Salaam. It is located at the UDSM main campus with a total number of academic staff of 27. It is so far the major local provider of lawyers in Tanzania apart from the Open University of Tanzania and Tumaini University . The Faculty has a great potential for participation in:

- Joint legal consultancy,
- Tailor made courses development and delivery,
- Forced migration studies,
- Contract drawing services,
- Advisory services in higher education related agreements,
- Business legal support services,
- Intellectual property negotiations and agreements.

Faculty of Commerce and Management
The Faculty of Commerce and Management is located at the UDSM main campus. The Faculty has all along been providing expertize in Commerce and Management for over twenty years. Total number of academic staff is 38. It has various experienced teams of experts who can provide the following expert advisory services:

- Consultancy Services in Accounts, Finance and Management,
- Joint conduction of short courses, or tailor made courses,
- Entrepreneurial skills,
- Preparation of business plans,
- Institutional re-organisation.
The Faculty is expected to host a University-wide Centre for Entrepreneurship that will assist both UDSM and the general public to apply entrepreneurial skills more effectively.

Institute of Marine Sciences
The Institute of Marine Sciences (IMS) is located in Zanzibar adjacent to the harbour of Zanzibar. Total number of academic/research staff is 17. A substantial amount of research has been done by IMS staff and students in collaboration with the Botany and Zoology Department in the Faculty of Science. The research activities conducted by the Institute and the Faculty have led to development of a number of sea-based economic activities by the community. Amongst the fields of interest that have been researched and applied, one can easily identify the following which can attract joint ventures:

- Fishing feasibility studies,
- Sea-based commercial production of sea-weeds,
- Establishment and monitoring of marine parks,
- Commercial fish production in fish ponds.

Institute of Resources Assessment (IRA)
The Institute of Resource Assessment (IRA) is located at the UDSM main campus. Total number of academic/research staff is 16. The IRA, has a wide range of expertise capable of carrying out the following:


- Environmental Impact Assessment (EIA),
- Land use and associated resources utilization policies,
- Urban and rural life including migration,
- Geographical studies and mapping, including GIS,
- River basin management,
- Resources assessment.

Institute of Kiswahili Research
The Institute of Kiswahili Research (IKR) is an integral part of the University and is located at the UDSM main campus. Total number of academic/ research staff is 15. IKR is endowed with an experienced team of experts who can:


- undertake consultancy and research in Kiswahili Morphology, Syntax phology, Lexicology, socio-linguistics and dialectology,
- Publication of various books,
- Coordinate and provide translation services from other languages into Kiswahili,
- Can participate in Kiswahili software development.

Institute of Production Innovation (IPI)
The IPI is an institute located at the UDSM main campus. It is primarily a R&D institute whose research outcomes were expected to be commercialised for the benefit of the society. IPI has a total of 16 development engineers and technicians. IPI has been able to:


- develop technologies to help small scale mining firms to process gold safely,
- developed technology to help small scale sugar producers to process sugar,
- developed small oil presses for rural application,
- carry out various consultancy services for industries and community,
- develop products/various machines for small scale production,
- participated in production of bricks which can be constructed to form a wall without cement mortar.

IPI clustered with the Faculty of Engineering to form the Campus College of Engineering and Technology on 1st July 2001.

Institute of Development Studies (IDS)
IDS is located at UDSM main campus. Total number of academic staff is 22. IDS is taking the lead in imparting development studies know-how to all students at UDSM

- Its staff profile provides a great potential for:
- Joint research in areas of politics and conflicts in Africa and world-wide,
- Planning and development related advisory services,
- Investment advise,
- Policy development and governance issues,
- Local government council operations and reforms.

University Computing Centre (UCC) or UCC (Ltd)
The UCC is located once again at the UDSM main campus. About one year ago, the UCC moved from the Mathematics building to their new building which is well equipped to meet ICT needs of the 21st Century. The UCC became a limited liability company wholly owned by the University of Dar-Es-Salaam on 25th January, 2001. The UCC can now offer ICT services on a competitive basis. With well skilled and hard working staff, the UCC is capable of:

- Software troubleshooting,
- Developing Database Management Systems,
- Providing e-mail/internet services,
- Running short courses on use of various software packages
- Design and installation of multi-media computer laboratories,
- Installation of Local Area Networks (LANs),
- Design and hosting web pages,
- Participation in Kiswahili software development in collaboration with IKR, Computer Science department and Kiswahili department,
- Advisory services in use of ICT-based teaching,
- Software support services for local and multi-national firms,
- Assembly of computers locally in collaboration with other local/multinational companies.
- Offering specialized professional training in Internetworking skills leading to CISCO - CCNA, MSCE and LINUX ,
- Courses in network installation including optical fibres.
- Network design.

The entire backbone of The University main campus fibre optic backbone network comprises of approximately 8.2 Km and it connects 28 buildings. The two off campus Colleges at University College of Lands and Architectural Studies (UCLAS) and Muhimbili University College of Health Sciences (MUCHS) are linked via a wireless connection. Plans are underway to extend the fibre opticable to UCLAS and to the students halls of residence by the end of year 2001.

The University of Dar-Es-Salaam is connected to the Internet via TTCL at 256Kbps down link and 256Kbps up-link. This is due for upgrading to 1Mbps. It is also connected via VSAT at 256Kbps down-link and 64 Kbps up-link.

University Consultancy Bureau (UCB)
This is a University level office charged with the task of co-ordination of all consultancy activities conducted at the University of Dar es Salaam. It has a close working relations to the Faculty/Institute level bureaux or units responsible for co-ordinating consultancy services. With the large number of well qualified academic staff, UCB has an extremely high potential of teaming up with other well established local and international consultancy companies to execute various types of consultancy assignments in any one of the following modes:

- Joint venture assignments for its duration,
- Joint bidding of jobs,
- Acting as the lead partner in specific job bidding and actual conduction of consultancy assignments,
- Longterm collaboration with UCB.


Currently, UCB has already entered into specific short-term agreements with two multi-national companies:

University of Dar es Salaam Health Centre
The University of Dar es Salaam Health Centre (UHC) started as early 1964 as a dispensing room under then Dar es Salaam University College of the University of East Africa located along Lumumba street in Dar es Salaam. Today, it has reached the status of the Health centre operating at the UDSM Main campus. It has 7 full-time medical doctors, 25 full-time Clinical and Nursing Officers. It has also an access to the 148 academic staff members at MUCHS to attend to specialised medical treatment. It has reasonable equipment but lacks labour ward, X-ray, Ultra Sound, modernised laundry, dental unit and a well-equiped theatre amongst others. The plan is to transform the Health Centre into a full-fledged hospital with all essential facilities. The Health Centre business performance review has been recently completed thus paving way for preparation of a solid business plan.
